About Harry Niska
Harry Niska is an experienced attorney and trusted legal strategist who brings the depth of big-firm experience and the insight of in-house counsel to every client he serves. He provides fractional general counsel services to growing businesses, helping leaders navigate complex legal issues, manage risk, and align legal strategy with business goals.
Harry’s practice draws on nearly two decades of litigation and advisory experience. He has represented clients in trial and appellate courts across the country in a wide range of commercial and constitutional disputes—including contract, fraud, First Amendment, and antitrust matters. He has also advised political candidates, party units, and nonprofit organizations on election law and campaign finance compliance. He also served as general counsel for two construction companies.
Before launching his own practice, Harry worked at Kirkland & Ellis in Chicago, and for several years in private practice in Minnesota. He has twice served as a law clerk on the U.S. Court of Appeals for the Eighth Circuit—first for Judge Roger L. Wollman and later for Judge David R. Stras.
Harry earned his J.D., magna cum laude, from the University of Minnesota Law School, where he was Articles Editor for the Minnesota Journal of International Law and elected to the Order of the Coif. He holds a B.A. in Political Science from Concordia College in Moorhead, Minnesota.
Harry is admitted to practice in Minnesota and Illinois.
Deeply committed to his community, Harry currently serves as a member of the Minnesota House of Representatives. In 2025, he was elected by his caucus to serve as the House Majority Leader. He has also served as vice chair of the Ramsey Charter Commission, on the elder board at his church, and as a coach and board member for youth baseball and basketball programs.
